September 24, 2025 College of Business invited Mr. Sultan Alamer to be part of CoB’s Executive Lecture Series. Mr. Mr. Sultan is a Senior Advisor at National Center for Privatization & PPP.

The lecture titled “Social PPP’s in Action” was presented to the audience and College of Business students. It took place on Wednesday, 24/09/2025, in the Lecture Theatre (M) from 12:00 to 12:50 PM.
Mr. Sultan began by emphasizing the central idea of sharing risks, responsibilities, and rewards between the public and private sectors. He explained how this approach allows governments to deliver better public services while focusing on their role as a regulator, not a provider.
Mr. Sultan continued by addressing the challenges of rising costs and increasing demands in healthcare and social services. He described the structure of PPP projects: the public sector provides rights of use, regulations, exceptions, and service payments, while the private sector manages staffing, equipment supply and maintenance, and operational systems including processes and technology. Both sectors jointly monitor speed, quality, and satisfaction to ensure effectiveness.
The lecture also highlighted challenges such as aligning stakeholder benefits, ensuring ecosystem readiness, and building trust for the future. Mr. Sultan presented notable achievements in Saudi Arabia’s health sector, including a 33% reduction in costs, shorter waiting times, and improved integration and interconnectivity.
He concluded with key lessons: the importance of clear goals and KPIs, proper project sizing and structuring, and securing stakeholder buy-in. Finally, he pointed out that PPPs create new career opportunities in project management and finance, and open doors for research, policy innovation, and collaboration that support the Kingdom’s Vision 2030.
